Increasing your safety with a hi vis jacket or other articles of clothing should be a top priority if you work or travel outdoors.  If you look at the early days before 1970 you will see the building blocks starting to be put in place.

If you’re wearing a hi vis jacket that doesn’t fit for the conditions you’ll be exposed to, it doesn’t provide much benefit.

Generally speaking, the more hazardous or dangerous the environment or conditions the more visibility is going to be required for the jobs that are performed.  You’ll find different countries have different laws, and articles are classified and rated for the type of environments they are intended to be used in.
